Texas Republicans were unable again Monday to approve new congressional districts as Gov. Gavin Newsom urged Republicans to stand down.

Newsom’s remarks come as Texas Democrats continue a high-profile standoff over proposed maps that could give Republicans five more congressional seats. Texas Democratic state Rep. Vince Perez is among those who left the state last week to deny Republicans the quorum needed to pass the new maps.
