As Texas moves forward with an off-cycle redistricting to shore up Republicans’ narrow House majority, Gov. Gavin Newsom is plotting a Democratic response in California. But the state’s independent redistricting commission is a major obstacle.

The chair of the Texas redistricting committee, Republican state Rep. Cody Vasut, said during a Thursday hearing that "it is prudent and proper" for the committee to deal with items the governor put on the agenda, and that "we have no plans to change any particular district."

Gov. Gavin Newsom appeared Friday alongside Texas Democrats who are fighting against GOP efforts to draw congressional districts in their favor.
