A National Transportation Safety Board investigator said both the runway lights and an automated weather-notification system at the destination airport were inoperable when the Cessna 550 plowed into the Murphy Canyon neighborhood at about 3:45 a.

The NTSB says there was heavy fog and the runway lights were out when the plane landed in the dark.

Miraculously, everyone on the ground escaped safely, officials said, including a family of four who fled with their dogs after the aircraft tore off their home’s roof and engulfed it in flames.
